Captain Rovin is a non-player character located upstairs in the Varrock Castle. He is head of the palace guard. In the Demon Slayer quest, he has one of the keys to the chest containing Silverlight. He gives the player the key after they reveal what happened to Sir Prysin's key.
He is the head of the Varrock Palace guard, and follows orders from the King. According to the RuneScape novels, he is a very short person.
